Nikola Biller-Andorno speaks at launch of European Fair Transition Observatory

Nikola Biller-Andorno, Director of the Institute of Biomedical Ethics and History of Medicine (IBME) and member of the European Group on Ethics in Science and New Technologies (EGE), contributed as a speaker at the official launch of the European Fair Transition Observatory (EFTO) on 5 March 2026.

The high-level conference brought together policymakers, experts, and stakeholders to discuss how the European Union can ensure that the transition to climate neutrality is fair and inclusive. A central focus of the event was the Social Climate Fund (SCF), a major EU initiative running from 2026 to 2032 with a budget of €86.7 billion. The fund is designed to support vulnerable households, transport users, and micro-enterprises affected by the expansion of emissions trading to the transport and buildings sectors (ETS2).

The event marked the beginning of the SCF’s implementation phase and provided a platform for exchanging perspectives on how to translate policy into tangible outcomes. Discussions addressed key questions such as how to effectively target vulnerable groups, which investment strategies can best tackle energy and transport poverty, and how cooperation across governance levels can maximise the fund’s impact.
Nikola Biller-Andorno’s participation highlighted the importance of ethical reflection and inclusive governance in shaping fair and socially responsible climate policies.
